After Windows 10 operating system released
to public for free upgrade Windows 7 and 8.1 users have faced an annoying issue

METHOD 1: Run your Windows Media
Creation Tool as Administrator
First run the tool as Administrator:

METHOD 2: Change the Locale and
Language Settings to English (United States)
If the issue, persist then it might

Choose English (United States) option from drop-down box, hit on OK
button.

next window "Welcome screen and system accounts" and "New
user accounts" and hit OK button.
Reboot your system and try to run
the tool again. Hope the issue is solved.
